I'm pretty sure it was Matt Lucas & David Walliams, It might have been from their Mash & Peas series.
Walliams was playing the Kramer character, I think Bob Mortimer was in the sketch as well and the Seinfeld character was played by Reece Shearsmith.

Interesting to note that when BBC Choice (basically the precursor for BBC 3) was launched, it was commissioning shows like the wonderful 'Catterick'. Seems another lifetime ago now.
