It's VERY different.
Cheltenham is a sophisticated spa town.
Gloucester is literally - yes, literally - a big steaming jizzy turd.
Will have to take your word on Gloucester, only went there once a long time ago. It did smell of shit though. And steam was rising from it. And there was come on the pavement. Fair enough.
Cheltenham, however, I do know. You're right, it really is a Spar town. And it's the only place I've ever failed a job interview, so they obviously have a thing or two to learn. Not much to do there at night (I say this having lived in Yeovil for over 2 years)?
