Sometimes they are there, sometimes not. Verrrry true. (My local one gets orders in very quickly though, so maybe I'm lucky.)
But unless you go to some kind of magic huge library that holds all the books in the world, you can't expect them to have everything you might want!
As a general concept I think libraries are awesome. And I love going to them and wandering about. (the big and/or old ones especially). I even like looking at pictures of big libraries (not new ones, old ones with wooden shelves and grand staircases and stuff, ooh and those green lamps.)

Yes me! And it was used for filming the Harry Potter films (well the Duke Humphry's part of the library pictured above.)
Oh blimey, at both points!
It has underground tunnels with conveyer belts transporting books and I used to ride old lifts with a shopping trolley full of books. It also holds really interesting artefacts such as letters, documents, diaries, etc.
