The civil action is a good idea.

Totally. They just hope you forget.
When something nasty happened to me, the police came... they said someone will be in touch the next day. Nothing. I didn't hear anything again. I didn't have the name of someone to contact when I got over the shock a week later and so just left it. I guess it's just easier for them that way if people leave it.

1 Wearing a Climate Change Now T shirt!
2 Had a bag full of MP's expenses forms
3 Had several unpaid congestion charge tickes.

But don't discuss it in the waiting area they can record what you say there and use it as evidence.

Maybe, but I'd rather they come round our house. I don't want my daughter to feel intimidated in the police station environment.
Also, it gives something for our neighbours to talk about a nice police care outside!

Whoever did this should be off the streets immediately, and get a custodial sentence. You really cannot allow behaviour like this in society.
The problem is that for a long time the enemy within have been chipping away inside the system, so you cannot punish anyone anymore, teachers, parents and the police have their hands tied, and people who should be punished get away with doing what they want. No party has the will, or the inclination to turn it around. If kids don't want an education, they cause havoc at school and you can't touch them. The parents, usually single parent families, let them do whatever they want and can't control them. Then a few years down the line you have these problem kids having their own families, who just follow the pattern.
The solution? Punish wrongoers, not the innocent. Give the power to discipline back to teachers, parents and the police. And believe in concepts like right and wrong, once again.
Well the fear of complaint with in all public services is palpable.
