This is the thing for me when ever people commit crimes like this they should have their behaviour compared to a template of sociopathic tendencies.
If they get a high enough score death, or locked away from society until they can show marked improvements.

Rats are intelligent and sociable. Foxes, are just thugs that kill chickens and rabbits for fun. They're also total wimps that can be sorted by even the weediest of house cats.

I have tough urban foxes around me. There's a huge one that comes and sits on my shed and stares me out. Some even stole the laces out of my hiking boots when I left them outside.
Peg a tin of beans at it and see how tough it is.
Rats atleast have some attitude. Like gulls they're scum but with a don't mess attitude.
