Aye, I think so. It's romany for 'boy' or child, I think. Or 'chavvi' was. Like most words there are different theories about the etymology, but that's the one which seems most likely to me.
That bald woman in the original Star Trek movie was sexy. 
I remember people in Reading using the words 'chav' and 'chavess' in the 80s to describe their parents.
As far as I'm aware Chav is pretty recent in terms of common useage. It's only really come to prominence in the last four or five years. I always thought the origins were Gypsy or Romany?
