It keeps it secret because if there was a series this year then they'd have had to be filming last year - without DT. Couldn't get more obvious. (And yes they could have announced his departure sooner.)

So the wait between finding out and the new Doctor being on screen would have been . . oooh . . . about as long as the gap between finding out how we actually have? We found out he was going last year, Matt Smith won't be The Doctor until next year-quite a gap!

It's some sort of tactic the production team have put togehter to keep the resignation of David Tennant a secret and the identity of the next Doctor even moreso.
