The BBC contract out the collection and administration of all licensing matters. They receive the cash but don't employ anyone themselves.

I don't understand your system what so ever. A TV license?
I'm also really curious about it (my undergrad was in Media Communications). I've written papers comparing Commonwealth public broadcasters but steered clear of the systems particularly because I found yours confusing.
Can anyone sum it up for me?
The BBC has NO adverts on any of its media (apart from the web for your foreigns) - it is funded by the TV licence (and profits from DVD sales etc).
