I think when you have exhausted all options, the only one you have is to ignore the guy totally. Don't respond at all. This will take a long time and it may seem harsh but surely he must understand you have a job to do and you are doing him a favour too as he will then get more work done

I've never done that but I did once with a flatmate fill another flatmates room with 7 traffic cones and a road sign when they were sleeping after a night out then pretended to be really cross with them.
That was a cruel but fun April 1st!
