Mind you, this was before they included radio shows in the list. If they did, then the villian on top of the list would no doubt be Thomas Quentin Crimp from Old Harry's Game.

One of the most evil characters in modern comedy is Chris Finch in The Office, who is simply a bully. And one of the best creations in the show.

I think the hitcher from the film of the same name is more evil than the hitcher in the Boosh.
I think there is another sitcom character you could be in the running, and he can be summed up in just two words: "Hello, Newman."
The 3 characters that scared me the most, when I was a little kid, were Worzel Gummidge, Davros, and that puppet on Sesame Street, that used to always forget the lyrics to songs, who used to bang his head on his piano in frustration.
