So who is the most evil, monsterous person who never existed? Who comes on telly and makes you want to throw a cup at it or hide behind a sofa?
Is it the malicious warden in Dad's Army? Terrifying Grouty the probable rapist in Porridge? Or Servalan the cruel imperial tormentor of Blake and his 7?

The Hitcher from The Mighty Boosh (even though he's amazing, that doesn't make his evilness any less.)
