Does that mean a) they're not running it for 2009? Or b)those who are lucky enough to get on it won't be available for the College of Comedy for 2009?

I think the latter - if you download the specifics including the timetable it has workshops, mentoring sessions and all-sorts marked out for the rest of 2009 and the beginning of 2010.
