They tend to do that when trying to gain favor with the U.S. or deflect international criticism. On a more positive note, I've read that the villagers in Pakistan's frontier are beginning to get sick of Arab al Qaeda members and have started to attack them and rat them out to intelligence agencies. That's how things turned around in Iraq. Hopefully it will work that way in Pakistan and Afghanistan, too.

They also have a habit of letting prisoners escape from jail, etc. Only time will tell if this is just an attempt to dampen criticism of the Mumbai massacre.
