enough for some pork scratching and a Pint. Sounds like a good deal to me.
Like any devolvement of power, I'll believe it when I see it. There are already regional commitments and obligations regarding where the money goes as regards independent production companies the Beeb works with. You can appoint all the regional commissioning editors you like, but I doubt they will have indepedence when it comes to actually having the final say on dishing the cash out.
