Very. What the Mayor says, pretty much goes. So he's probably on par, if not higher than, the PM. Who has a much wider remit, but has to (in theory) go through Parliament rather than just dictating.

If you bare in mind the Mayor overlooks services in some of the most infulential boroughs. Not to mention huge amounts of tax and public expenditure (inlcuding much of domestic intelligence and security). As well as the land around Parliament, highest courts etc.
Has budgetary control of the most influential police force.

He's very, very powerful. With the exeption of the Tube, Ken did pretty much what he liked.
Tony set the job up thinking he'd have a pliant yes man in charge.

I don't think I'm particularly turned on by power as such. I fancied Gervais more when he was just a bloke on the radio and an obscure TV show, than I do now with all of Hollywood kissing his arse, for example.
