I wouldn't say "normally". It's perhaps true to say that a lot of the time racists are self-promoting, but their behaviour, opinions, blah, etc, aren't true patriotism. One could argue that a form of patriotism is often coupled with extreme racism, but I don't think it's fair in the slightest to say that patriots are often/always/mostly/largely racist. (Which isn't exactly what you said of course, but you get my meaning.) I can't really think of any instance other than sports fans where racism and apparent patriotism go hand-in-hand.

It's because we're meant to be reservedly patriotic, not openly. Plus we can't take ourselves seriously enough to muster up good patriotism.
