You're absolutely right. But...it'd only work if you legalised it all over the world. Otherwise the countries that "do", become a magnet. I've lived in Amsterdam twice, second time till last year - I think, they may just have "unlegalised" the coffeeshops, and this is just dope.

They're doing it in stages, basically shutting down the cafes that don't play the game, and corralling the tourists into a smaller area.
Hage and Rotterdam have cafes but far fewer problems.
Israel leglalised processed khat (a very similar substance in pill form) and have found few problems.
