Ridiculous. Not practical at all. For example, if someone is causing trouble when only one moderator is online, then should they be left until more staff appear and then discuss it fully?
Banning is the equivalent of an arrest. If someone has breached, or is believed to have breached, the site's rules, then their account will be suspended. Moderators then discuss it (real world equivalent would be the court system) and unsuspend or keep the user's account closed, based on what decision has been made.
That's about as democratic as it can get on the web.

Does the process include sending a PM to the offender explaining the position, or, even, as might be appropriate in the case of minor offences, issuing a warning?
