It's not in the eyes. It's over the whole face. At such an angle that it's running down the nose. And covered in cloth, so restricted breathing anyway.

The number of people whove been psychologically ruined by these methods.
Read a couple of books by FBI interrogators. They claim most of the Al Quaeda guys were very easy to get talking. They were either terrified, or desperate to show off.
