He (Who) took the hand back from Captain Jack during, I think, the episode Jack was revealed as the 'Face of Boe'. Anyway he took it back from Jack a while ago.
The hand in the jar was in the first series of Torchwood, Captain Jack had it. It was cut off in the first christmas special, after he had just regenerated, so he had enough 'residual energy', or some such thing, to grow a new one. In case any one was wondering.

I want Tennant to do 3 things before he leaves. Do a series where Moffat is the boss, have a companion who he has mega chemistry with (like he had with Rose), and have a boy companion.
