That's the government rather than society. No one wants to actively restrict the police.

I don't blame the police. I blame a weakened court. They should punish people harder and longer.

Agreed. But that's the result of larger communities which are more divided. The communities are themselves divided by fear. But the larger communities get and the further people travel (less local schools, better transport, mass availability of cars) the less community spirit will serve to underline the actions of law enforcement.

Labour aren't actively against the police. Nor should the Human Rights of criminals prevent punishment. They have, however, failed to support the police. ASBO's have been ineffective. That could have been seen but seemed appropriate at the time.

I know. There has to be a two-fold reformation to challenge this problem. Social and legal change. The two aren't exclusive.
