The typical route is to move to LA, get an agent and then get on a show with a spec script of an existing show. For example impressing the My Name is Earl showrunner with a Curb Your Enthusiasm spec. And then, after a season or two, pitching your own shows to the network.

However, although it's rare, it's possible to sell your own shows without going through all that. The quality Miss/Guided is by such a writer, for instance.

It appears easier for animation with both Family Guy and Slacker Cats (from the British guys behind the underrated Hyperdrive).
