Yes, Liverpool shouldn't really be there but 18 championships, 5 European Cups, 3 UEFA Cups, 7 FA Cups and 7 League Cups hardly makes them eternal failures. Also note that Liverpool hold the lead in titles won amongst all English clubs in each of those competitions except the FA Cup.
In the last 10 seasons, here are the respective trophy cabinets of the big four:
Arsenal (11) - 3 Premierships, 4 FA Cups, 4 Community Shields
Chelsea (8) - 2 Premierships, 2 FA Cups, 2 League Cups, 2 Community Shields
Liverpool (10) - 1 Champions League, 1 UEFA Cup, 2 FA Cups, 2 League Cups, 2 European Super Cups, 2 Community Shields
Man Utd (11) - 1 Champions League, 5 Premierships, 2 FA Cups, 1 League Cup, 2 Community Shields
No titles but 10 trophies aint to be sniffed at.
