Firstly I don't think it's fair Sooty to have a go at anyone who thought they were doing some good whatever the true facts are behind the story. It was designed for people to act on the situation and they did including me!
Secondly I understand the absurdity of it too. A poor country where people are dying in poverty, it's happening all over the world. Versus a dead dog. I'm not into humanising animals but some people do. Harmless enough unless they're digging up your granny of course.
Thirdly. People often act when they think they can do some good. It empowers them whatever else is going on in the world perhaps a petition or whatever might but probably wont work. Especially if it turns out to be a hoax!
People want to do good things Sooty, even if it is to a stray dog in a piss poor part of the world. Misguided maybe, but not hypocritical. Leave politicians in the driving seat for that number. They're the experts.

Korean friend of mine swore dog was very nice. I think we're not used to eating predators in the west, apparently have a gamier stronger taste.
I wish they'd hurry up and breed these giant Peruvian guinea pigs in the UK. Apparently they weigh 2-3 kilos and you serve them like a chicken.
I have two cats, they ae evil, wantfull creatures.
But they're cute and they make noises when happy.
They're juast waiting for a can they can open themselves.
