My answer would probably result in accusations of racism, so let's just say that they're idiots with poor role models.
Maybe if we gave hoodies atomic weapons, it would create a cold war situation, with no actual violence?
Or we could give them free holidays to the south or France, then Nuke them... Two problems solved.

Dog racing. How does this continue? You'd think the dogs would have enough sense after a couple of races to realise they aren't going to catch the hare. Dogs have a certain level of cunning, you'd think they'd realise. There isn't any incentive for them, either, it's not as if there's a jockey on board. It just relies on their keenness and stupidity.
I'd like to see it done with some cats and a fish. Now that would be interesting.
