I agree that its not a sport if there is an inherent advantage.
But as the leader of a country it would have been prudent to say that the issue needs to be addressed as it is already say in boxing where a bantam weight doesn't face a heavyweight. Perhaps a class where anyone can be who they are and compete against anyone else who thinks they're something else.

The majority of the major sporting bodies already have policies in place that address the issue - and the others are working on it.
This did not need an Executive Order.
Along with other new moves against trans-gender people, it's simply to please Trump fans.
