That looks to me to be very well drawn, despite the basic nature of the joke, so maybe there was money in it that drew in good artists.
But it's a cartoon, so the style doesn't help the humour. Only a caricature like Mrs Slowcome could salvage that joke.

I like the four dashes around her her head. That kind of illustration that shows movement or emotion also acts as a marker to draw the eyes to the main focus. In that one she could be startled, apprehensive or intoxicated. I'll stop there
