Of course, while the banks are commercial businesses, they retain the right to trade as they wish. The same applies to the contentious closing of supposedly non-profitable branches. One wouldn't want the government to interfere in the running of local hardware shop or greengrocer.
The only alternative to the banks taking what purport to be commercial decisions is to nationalise them.
