This may well be a useless and unhelpful post, but I will try describing it as best as I can.
There was a sketch/prank show (quite certain it was BBC) - at the expense of the general public, in similar mould to 'Trigger Happy TV' of Channel 4.
The main character (I think he wrote this also) can best be described as slightly camp in nature and tone (Cross between Julian Clary and Joe Lycett).
The only sketch I can recall was some pub scene. The main guy was winding-up this beefy working class type, who I think he called Phil Mitchell, which wound him up even further. The bloke squared-up to the main guy and during this, the beefy working class guy had his drink in his hand, which had a straw in it also, whereby the straw accidently inserted up one of his nostrils. This was hilarious as it was unintentional and messed with this thug's vibe.
I cannot remember much more but I reckon only one series was aired. Maybe it wasn't very good in hindsite, but I remember it got a fair bit of coverage before and during its airing.
