i just remember the flat mate would come in and sit next to the agoraphobic(one that would never leave the flat) on the sofa on i think the first floor and theyd look out either a large window but ive got a feeling it ws just a large hole in the wall. it was a bit oddball, and then the camera would pan out on the other neighbours and whatever they were doing.
it was definately on terrestrial probably channel 2.

I think I know it! it sounds like "15 storeys high" to me, which is set in a block of flats, starring Sean Lock. If so, the "large window / hole in the wall" you remember would be their balcony! It was quite a downbeat but very amusing series.

No, it doesn't quite fit... but a tower block is kinda like a cul-de-sac that has been rotated vertically. And lifts added. :-)
