It's ridiculous that positive identification isn't required for something as serious as an election. (We have such a law here in Texas.)
The Turkish man who shot and killed 5 people at a Washington mall a few months ago was not legally allowed to vote, but he was a registered voter and voted in 3 elections. It's clear that people who aren't supposed to vote do so, but nobody has any idea of just how bad the problem really is. Both parties should demand that a full investigation of the entire nation's votes be made in order to understand the magnitude of the problem prior to solving it. Any political party that wouldn't back such an effort would obviously do so because they know it's a serious issue, but one that benefits them.
As for all the yammering about Clinton's 2 million vote lead in the popular vote, if you remove California from the equation then Trump would have won the popular vote by 1.5 million votes. The Electoral College prevents a single state with a large population from controlling an election, and that's a good thing.
