They're good enough already - I've seen them (on telly) headline other big festivals. It's more about their global commercial appeal/cultural standing, if you're talking about them headlining the Pyramid Stage specifically. Not that I give a toss about any of that, but I suppose that's how the Eavises have to make their decisions.

We're talking Stadium Rock/Pop Act, and given that Foals deliberately picked smaller venues for their last tour, maybe they don't want that. I think I even read somewhere that they might not carry on for that much longer.
