The right person is only the right person for you. A possible idea may be to write to Butlins if they could sponsor you. Maybe you don't need to send it anywhere, maybe you could create something yourself.
There's a danger of making it like Hi-De-Hi.

You should make it.
As you say, you have the lead actor and the location.
HD cameras can be rented or bought 2nd hand.
Search locally for people who might want to help - local film/drama students maybe?
You'll only need basic editing software
If you can make a great 5 minute pilot - that's what you want to hawk around.

Hi Deano. Yeah, just make it, especially if it's as simple as an interviewer and a star. An iPhone from the last couple of years will have a good enough camera if you can't get hold of anything else -- but check Facebook groups etc for local filmmakers who might be willing to help out. If the writing and performance are great, the technical side won't matter too much.

My concern would be that it's something you've spent less than three weeks on yet. It may have come out fully-formed and great already, but it's more likely that it still needs a lot of redrafting to make it better.
