This is 1990s and a UK television programme.
It was entirely in the fake documentary format, or featured sketches in that vein.
One part featured a sex toy called the 'V1 Vibrahoop', if memory serves. The whole thing had an Ianucci/Morris feel about it but I can't remember much else.
