Comedy actually relates to a cruder, more animalistic side to our personality. Baboons, and chimps laugh and smile to show their teeth. To maintain superiority, and intimidate rivals.
The idea it should be nice, and inoffensive is as ridiculous as hunting is fun for the fox.
Only the most fearful, and controlling of states have ever tried to control humour, and ultimately they all fail.
A person stupid enough to associate black men and phallus size only, is to stupid to be affected by what ever the state permits said.
As for prejudice, real oppressive governments, and movmements like the BNP, or Stalin, very rarely used humour.
A society with no sense of humour, is a very dangerous one.
Personally being the only Jew at my secondary school, I was always impressed, by the flexibilty, and creativity in how many school chums found sources for their antisemitic remarks.
n.b. the thing that pissed me off most recently, was Xmas Oliver Twist. Timothy Spall playing an evil Jew, with plenty of extra pep. But that's ok because it's faithful to the original.
n.n.b. The BNP encouraged it's members to watch Lord of the Rings. It had white actors slaying "Black Orcs,"
I suppose my point is dicks will seek inspiration in the weirdest places.
