Gotta be honest I'm with RCP on this, the guys dead and the investigation can be as traumatic as the crime it's self.
It's their choice unless the police have enough evidence for a criminal case.

If that's in the context of a criminal conviction, then it will have been volunteered by the defence barrister in mitigation.
I generally won't whip out the depression card unless a)it is diagnosed by an actual health professional, rather than my client professing to be a bit down. Wormwood Scrubs would make anyone "a bit down".
b)I think it has contributed to their actions in some way - e.g. lots of people self-medicate through alcohol and then offend whilst drunk.

That's a big question I can't answer, the sources are usually never revealed. The other massive problem with 'the system' is that if you're arrested and proven innocent, then the record of your arrest is there on your records for a long time.
Getting any kind of previous arrest expunged from your record is incredibly difficult.

Well, it will never be expunged from your police record, because they need to keep a tally on everyone who is arrested. If there is a spate of random robberies in the area, they need to know if someone has been arrested 3 times previously for the same thing in the same area.
I have never seen the fact of arrest ever being disclosed to an outside agency though.

There are lots of countries that we share information with, including US Customs and Immigration. So there could still be plenty of repercussions.

Yep, for some reason, closeted, privileged, middle class, London based, liberal leftys from the BBC just cannot fathom why UKIP enjoy so much support. It seems it's not just the politicians who are out of touch with the 'common people'.
Perhaps we should force all our ex-Pats and tax exiles to come back and live in the UK and then force all our recent immigrants to go live in those vacated posh houses in Spain, Portugal, Cyprus, Australia and New Zealand etc.
