I think people who remove themselves from their motherland can be more native than those who live there. My dad lived in Slough for a bit and he headed for the local ex-pats organisation. They watched two and a half hours of the Eisteddfod in Welsh. My dad doesn't speak Welsh and was surprised to meet so many Welsh speakers outside the principality. Turns out 90% of them didn't have a clue what was going on either. Nuts!
