Football, being so democratic and widespread, does attract all kinds of spectators. I've seen some documentaries on Russian football hooligans, and after seeing that, I'm pretty sure they are not far behind British ones. Some 10 years I went to Crete island for holidays and spoke to locals... they said they loved football a lot, but they would not go to watch games, as it is full of drunkards and drug-addicts who just want to make trouble.
I'm quite convinced this is a world-wide phenomenon, and therefore soccer will never be popular in States, since them Yankees go to games to eat and drink cola (and watch some people running or hitting the ball with bats now and then), rather than... uhmmm... "to have fun"
