If I am reading this correctly a confessed murderer lead the detective directly to the spot where a second victim was buried but cannot be prosecuted for that second crime because the detective failed to comply with procedure by first taking a statement at the police station.
So a law intended to protect the innocent becomes a bar to prosecuting the self-evidently guilty.

An eight-year-old Yemeni girl has died of internal sexual injuries after spending her wedding night with a husband five times her age.
Kuwaitis have called for action against the man, who is 40, as well as the girl's family for allowing the marriage.
The girl died in the tribal area of Hardh in northwestern Yemen, which borders Saudi Arabia.
Gulf News quotes blogger Angry Man as posting the husband is "an animal who deserved to be punished severely for his crime."

I do have/hold a fundamental belief that we are born innocent? then life corrupts?.... so many forms of manipulation?, it is a wonder we do obtain a few 'moral judgements' sense of what is fair/cruel???... it is a big journey, what amazes me is the capacity for 'forgiveness'...... such a big question to answer here?.. interesting though thanks Godot.
I think you have to move away from Islam or even Christianity. This kind of f**ked behaviour happens in Christian Africa, communist China and places where they worship roosters. It's about poverty and uncertainty, when you have nothing but the probability of starvation and murder. Then your kids are your one resource. If someone will pay to marry one before their teens then that's money for essentials. And he's paying I guess mostly because when there's no fertility clinic, the only way to gurantee kids is to screw kids. I doubt it's even about paedophilia, nothing corrupts more than extreme poverty. Blaming Islam on this one is a dangerous distraction.
