For totally legitimate & sane reasons, I am in process of programming a system to automatically record when the recipient opens an email (a notification of our old-school's annual reunion). Not infallible but should be automatic for a lot of our members.
If I KNOW they got the email and opened it, then I don't have to waste stamp money on sending them a copy by snail mail letter.
But how do you know they read it even if they opened it?
Surely you need to check the email was rolled down for say 10 seconds?

I won't know if they absorbed it. One can only go so far to help them.
Technical facilities on the Internet to do this kind of thing are highly limited; it wasn't designed to include this kind of capability.
