Londoners, sisters Gert and Daisy are riled after being mis-sold some precious, rationed fish, and attempt to make an official complaint. Whilst attempting to find the right department, the pair unwittingly volunteer to chaperone a group of rowdy school children being evacuated to the country.
Meanwhile, their mean-spirited next-door neighbour's sweet daughter hopes to use their empty house to hide her boyfriend, back in Blighty on leave, before getting married - much against her mother's wishes. But she's not 21 just yet and so will need the court's permission first...
